De aantrekkingskracht van lokaal geproduceerde goederen in Suriname is veelzijdig en wordt gevoed door een combinatie van culturele, economische en emotionele factoren. Suriname kent een rijke geschiedenis van culturele uitwisseling, wat heeft geleid tot een unieke culinaire traditie.Deze diversiteit, met invloeden uit Afrika, Azië, Europa en inheemse culturen, resulteert in producten die zowel traditionele als moderne smaken aanspreken. Vooral in Europa en het Caribisch gebied, waar een aanzienlijke Surinaamse diaspora aanwezig is, bestaat er een sterke vraag naar authentieke smaken uit het thuisland. Deze culturele en culinaire relevantie vormt een belangrijk aspect van de aantrekkingskracht van lokaal geproduceerde voedsel- en drankproducten.

Daarnaast speelt duurzaamheid een steeds grotere rol bij de keuze van consumenten. Veel Surinaamse bedrijven in de voedsel- en drankensector richten zich op duurzame landbouw- en verwerkingspraktijken. Initiatieven zoals aquaponics, afvalrecycling en het gebruik van hernieuwbare energie in de productie dragen bij aan een milieubewust imago van Surinaamse producten. Deze focus op duurzaamheid resoneert met consumenten die zich steeds meer bewust zijn van de milieu-impact van hun voedselkeuzes.

De algemene perceptie van lokaal geproduceerde goederen onder de Surinaamse bevolking is over het algemeen positief, met een groeiend besef van het belang van een sterke lokale productiesector voor de economische ontwikkeling. Hoewel geïmporteerde goederen soms worden gezien als superieur in kwaliteit of merkbekendheid, is er een duidelijke wens naar meer lokaal geproduceerde alternatieven, mits de kwaliteit goed is en de prijs concurrerend.10 De algemene opinie is dat het versterken van de lokale productie essentieel is voor de economische groei en onafhankelijkheid van Suriname.

Het Financiële Kompas: De Kostenvoordelen van Lokale Productie

Een van de belangrijkste voordelen van lokale productie in Suriname is het potentieel voor aanzienlijke kostenbesparingen, met name op het gebied van transport en invoerrechten. In vergelijking met geïmporteerde goederen elimineert lokale productie de noodzaak voor langeafstandstransport en de bijbehorende kosten. Dit leidt tot directe besparingen op brandstof, verzekering, logistieke afhandeling en de tijd die gemoeid is met internationale verzending.

Een ander significant financieel voordeel is de afwezigheid of vermindering van invoerrechten. Suriname hanteert een tariefstructuur voor importgoederen, maar als lid van de Caribische Gemeenschap (CARICOM) zijn goederen die in andere CARICOM-lidstaten worden geproduceerd vaak vrijgesteld van invoerrechten of onderworpen aan verlaagde tarieven. Dit biedt lokale producenten die binnen de CARICOM-markt opereren een aanzienlijk concurrentievoordeel ten opzichte van importeurs van buiten de regio. Daarnaast heeft de Surinaamse overheid in bepaalde gevallen, zoals voor basisgoederen en ICT-producten, besloten tot tijdelijke opschorting of verlaging van invoerrechten en de Value Added Tax (VAT), wat de financiële haalbaarheid van lokale productie in deze sectoren verder kan verbeteren.

Surinaamse Pioniers: Succesvolle Voorbeelden in Lokale Productie

Suriname kent een aantal succesvolle bedrijven die de potentie van lokale productie hebben bewezen in diverse sectoren. In de voedsel- en drankensector is de Fernandes Group een iconisch voorbeeld. Begonnen in 1910 als een kleine winkel, groeide het bedrijf uit tot een marktleider in non-alcoholische dranken (als Coca-Cola franchisehouder), bakkerijproducten, snacks en ijs. De succesfactoren van Fernandes Group omvatten een lange geschiedenis, aanpassing aan de lokale markt, een sterke focus op kwaliteit en innovatie, en een continue diversificatie naar nieuwe sectoren. De economische impact van de groep op Suriname is aanzienlijk, als een van de grootste particuliere werkgevers en een belangrijke speler in vele sectoren.

Een ander succesverhaal in de voedselverwerking is African Caribbean Food Industry NV (ACFI NV), dat zich richt op de verwerking van seafood en innovatieve Ready-to-Eat producten, met een sterke nadruk op kwaliteit en duurzaamheid. Gom Food Industries NV heeft sinds 1996 een nichemarkt veroverd met premium marinades en sauzen, waarbij lokale ingrediënten worden gebruikt en de producten ook worden geëxporteerd naar Europa en het Caribisch gebied. Daarnaast zijn er bedrijven zoals Erna’s Garden NV en Rising Sun Winery & More die kruiden- en fruitdranken produceren, waarbij de rijke biodiversiteit van Suriname wordt benut. Moengo Food and Beverage N.V. richt zich op producten uit natuurlijke substanties, waaronder medicinale theeën en cosmetica.

In de houtverwerkende industrie is Soekhoe & Zonen N.V. een toonaangevend bedrijf. Opgericht in 1962, is het bedrijf uitgegroeid tot een grote speler in de exploitatie en verwerking van hout, met meerdere zagerijen en een sterke focus op duurzaam bosbeheer en export. Soekhoe & Zonen is FSC-gecertificeerd, wat hun toewijding aan duurzaamheid onderstreept. Andere succesvolle houtverwerkende bedrijven zijn Randoe Suriname NV, bekend om zijn hoogwaardige meubels van lokaal hout, Ramzon N.V., gespecialiseerd in deuren, ramen en vloeren, Dennebos Suriname, dat zich richt op duurzaam beheerd tropisch hardhout voor export, en Tropical Hardwood Products Suriname (THPS), actief in zagen, drogen en exporteren van hardhout.

In de sector van bouwmaterialen is N.V. van Alen’s Betonindustrie (VABI) een belangrijke speler. Opgericht in 1950, produceert VABI een breed scala aan betonproducten en bouwmaterialen van hoge kwaliteit, en levert daarmee een essentiële bijdrage aan de Surinaamse bouwsector. Het bedrijf heeft een eigen laboratorium voor kwaliteitscontrole, wat hun toewijding aan kwaliteit benadrukt. Andere belangrijke spelers in deze sector zijn Argos Suriname (cementproductie) en Aannemingsmaatschappij Baitali N.V. (civiele infrastructuur en bouwmaterialen).

Deze voorbeelden illustreren de diversiteit en het potentieel van lokale productie in Suriname. Ze tonen aan dat Surinaamse bedrijven succesvol kunnen zijn in verschillende sectoren door in te spelen op lokale resources, culturele identiteit en een focus op kwaliteit en duurzaamheid.

Van Idee tot Realiteit: Een Stappenplan voor Ondernemers in de Lokale Productie

Het starten van een lokaal productiebedrijf in Suriname vereist een zorgvuldige planning en uitvoering. Het begint met een gedegen marktonderzoek om kansen en nichemarkten te identificeren. Dit omvat het analyseren van consumentenvoorkeuren en -gedrag en het in kaart brengen van de concurrentie.

Vervolgens is het cruciaal om de financiering van het bedrijf te regelen. Ondernemers kunnen hierbij verschillende opties overwegen, zoals persoonlijke spaargelden, leningen van familie of vrienden, bankleningen en kredietunies, overheidssteun en subsidies (zie sectie 6), microfinancieringsmogelijkheden , en mogelijk investeerders of durfkapitaal. IDB Invest en Finabank kunnen ook potentiële financiers zijn voor kleine en middelgrote ondernemingen (MKB).

Het opzetten van de productie omvat het kiezen van een geschikte locatie en infrastructuur, het selecteren van de juiste productieprocessen en technologie, het implementeren van kwaliteitscontrolemaatregelen en het naleven van relevante standaarden, en het voldoen aan de arbeidsrechtelijke regelgeving.

De distributie van de geproduceerde goederen kan via verschillende kanalen verlopen, waaronder lokale markten en winkels, supermarkten, speciaalzaken, online verkoop via e-commerce platforms, agenten en distributeurs, en mogelijk export naar regionale en internationale markten.

Een essentiële stap is de registratie van het bedrijf en het verkrijgen van de benodigde licenties en vergunningen.Dit omvat registratie bij de Kamer van Koophandel en Industrie (KKF) en het aanvragen van sector-specifieke licenties en vergunningen. Het is raadzaam om de website van de KKF te raadplegen voor een actuele lijst van benodigde licenties.Recentelijk is er een digitaal platform gelanceerd om het proces van bedrijfsregistratie en licentieaanvraag te vereenvoudigen.

Ten slotte moeten ondernemers rekening houden met de geldende belastingwetgeving en andere financiële verplichtingen in Suriname.

De Ondersteunende Hand van de Overheid: Initiatieven en Incentives voor Lokale Producenten

De Surinaamse overheid erkent het belang van lokale productie voor de economische ontwikkeling en heeft verschillende initiatieven en incentives geïmplementeerd om ondernemerschap en investeringen te stimuleren. Deze omvatten financiële incentives zoals belastingvoordelen en vrijstellingen van invoerrechten. Zo kunnen bedrijven in sleutelsectoren, waaronder landbouw, industrie en toerisme (exclusief casino’s), profiteren van vrije afschrijvingen op investeringen in bedrijfsmiddelen en vrijstelling van inkomstenbelasting gedurende de eerste tien jaar van hun bestaan, mits aan bepaalde voorwaarden wordt voldaan. Daarnaast is er een gedeeltelijke vrijstelling van invoerrechten en statistiekrechten mogelijk voor de import van bedrijfsmiddelen.

Naast financiële steun biedt de overheid ook niet-financiële ondersteuning, zoals hulp bij het verkrijgen van toegang tot grond, vergunningen en trainingen. De Suriname Investment and Trade Agency (SITA) is in 2021 opgericht als het nationale agentschap voor investerings- en handelsbevordering en fungeert als een centraal aanspreekpunt (“one-stop-shop”) voor buitenlandse investeerders en exporteurs. SITA heeft als doel het aantrekken van buitenlandse directe investeringen (FDI) en het stimuleren van Surinaamse export, en biedt ondersteuning bij alle aspecten van het opzetten van een bedrijf in Suriname.

Het concept van Speciale Economische Zones (SEZs) wordt ook gezien als een manier om de lokale productie in specifieke sectoren te stimuleren. Deze zones kunnen aantrekkelijke condities bieden voor bedrijven, zoals belastingvoordelen en vereenvoudigde procedures. Daarnaast is de overheid actief bezig met beleid dat gericht is op het verminderen van de importafhankelijkheid van het land, met name in de voedselsector.

Uitdagingen en Kansen: De Toekomst van Lokale Productie in het Surinaamse Economische Landschap

Ondanks de veelbelovende kansen staat de lokale productiesector in Suriname voor verschillende uitdagingen. De lokale markt is relatief klein, wat de schaalbaarheid van productie kan beperken. Daarnaast is er sterke concurrentie van geïmporteerde goederen, die soms als goedkoper of van hogere kwaliteit worden ervaren. Logistieke en infrastructurele beperkingen, zoals een ontoereikend wegennet en beperkte havenfaciliteiten, kunnen ook een rol spelen. Toegang tot financiering, met name voor startups en MKB-bedrijven, kan lastig zijn. Een tekort aan geschoold personeel in bepaalde sectoren vormt eveneens een uitdaging. Bureaucratische processen en complexe regelgeving kunnen het opzetten en runnen van een bedrijf bemoeilijken. De energievoorziening en de bijbehorende kosten kunnen ook een factor zijn. Ten slotte kan de volatiliteit van de Surinaamse dollar ten opzichte van andere valuta’s, met name de US dollar, de import van grondstoffen en machines beïnvloeden en leiden tot schommelende productiekosten.

Desondanks zijn er aanzienlijke groeikansen voor lokale productiebedrijven in Suriname. De agro-industriële sector biedt veel potentieel, gezien de beschikbaarheid van landbouwgrond en de gunstige klimaatomstandigheden. De recente ontdekkingen van offshore olie en gas creëren ook nieuwe mogelijkheden voor lokale bedrijven om als toeleveranciers te fungeren in deze groeiende sector. De wereldwijde vraag naar duurzame en biologische producten neemt toe, wat kansen biedt voor Surinaamse producenten die zich op deze marktsegmenten richten. De houtverwerkende sector heeft potentie voor verdere groei, met name door de focus op duurzaam bosbeheer en de export van gecertificeerd hout. Er liggen ook mogelijkheden voor export van lokaal geproduceerde goederen naar regionale en internationale markten, met name binnen de CARICOM en naar Europa. Technologische innovatie en digitalisering kunnen bijdragen aan efficiëntere productieprocessen en nieuwe productontwikkeling.

Een Blik op de Sector: Analyse van Rapporten en Statistieken over Lokale Productie in Suriname

Om een dieper inzicht te krijgen in de lokale productiesector in Suriname, is het van belang om relevante rapporten en statistieken te analyseren. Verschillende overheidsinstanties, economische instituten en brancheorganisaties publiceren informatie die inzicht geeft in de sector. Denk hierbij aan jaarverslagen van het Ministerie van Handel en Industrie, publicaties van de Kamer van Koophandel en Industrie (KKF) en rapporten van de Association of Surinamese Manufacturers (ASFA).

Recente statistieken tonen aan dat de manufacturing output in Suriname significante schommelingen heeft gekend. In 2020 bedroeg deze 672.88 miljoen US dollar, een daling van 3.85% ten opzichte van 2019. In 2021 was er een lichte stijging naar 674.88 miljoen US dollar (een toename van 0.3%), gevolgd door een sterke groei in 2022 tot 1.05 miljard US dollar, een toename van 55.47% ten opzichte van het voorgaande jaar. De bijdrage van de industrie aan het totale BBP van Suriname bedroeg in 2012 ongeveer 36.6%. De export van goederen, inclusief lokaal geproduceerde producten, bedroeg in 2023 2.42 miljard US dollar. Vooral de export van goud, geraffineerde aardolie en hout is significant.

Lokale productie heeft het potentieel om een substantiële bijdrage te leveren aan de economische ontwikkeling van Suriname. Door het creëren van werkgelegenheid, het genereren van exportinkomsten en het verminderen van de afhankelijkheid van import kan een sterke lokale productiesector bijdragen aan een veerkrachtigere en meer diverse economie.

Conclusie: Het Benutten van het Potentieel van Lokale Productie in Suriname

De analyse in dit rapport toont aan dat de lokale productiesector in Suriname aanzienlijke kansen biedt voor ondernemers en investeerders. De aantrekkingskracht van lokaal geproduceerde goederen, gedreven door culturele relevantie, duurzaamheid en kwaliteit, vormt een solide basis voor groei. De financiële voordelen van lokale productie, met name de besparingen op transportkosten en invoerrechten, maken het een competitief alternatief voor import. De Surinaamse overheid speelt hierbij een cruciale rol door het bieden van financiële en niet-financiële incentives, het stroomlijnen van regelgeving en het faciliteren van investeringen via instanties zoals SITA.

Ondanks de bestaande uitdagingen, zoals de beperkte marktomvang en infrastructurele knelpunten, bieden de opkomende oliesector, de groeiende vraag naar duurzame producten en de exportmogelijkheden binnen de CARICOM en daarbuiten significante groeikansen voor lokale productiebedrijven. Het aanpakken van infrastructurele beperkingen, het verbeteren van de toegang tot financiering en het creëren van een gunstig ondernemingsklimaat zijn cruciaal om deze kansen te verzilveren. Internationale samenwerking en steun kunnen hierbij een belangrijke rol spelen.

Het benutten van het potentieel van lokale productie is van groot belang voor de ontwikkeling van een veerkrachtige en diverse Surinaamse economie. Door te investeren in lokale productie kunnen ondernemers niet alleen economische waarde creëren, maar ook bijdragen aan de sociale en duurzame ontwikkeling van Suriname.
